Technological Innovations and Experimentation

DSNY relies on the integration of new technologies to meet policy mandates regarding sanitation services. The organics collection program benefits from the agency’s experience with and relative openness to new technology. One of the most important technological investments for expansion of the program was the Sanitation Management Analysis Resource Tracking (SMART) system. SMART transformed an antiquated sanitation operations system into an easy-to-manage scheduler system. The DSNY Bureau of Information Technology (2017) describes SMART as “a web-based mobile system that provides DSNY field forces with digital operations, scheduling, and reporting technology, and gives DSNY management instant access to real-time operational information. It is integrated with City-wide systems such as GIS mapping services, fleet management, building management, human resources, and purchasing and financial applications.” The SMART system transformed the old paper system into digital boards that could capture performance data and allow for the analysis of route efficiencies. This innovative system will contribute to decreasing costs and improved operations in the organics collection program.
